I have removed the following players:

After that I saved the game, and restarted the server - no crash. Memory usage dropped by 100MB
Are there any other? Due to often server restarts the Idle counter is not very useful.
Please report any unusual behaviour, like your known map having changed.
If this works we can add a new rule, idlers in teamless games who do not move within the first 3 turns are unconditionally removed. Idlers in such games give a big advantage to their neighbours - settlers can be bribed cheaply. Now they will also give an advantage (more unsettled land), but it's better than cheap settlers.
