Enemy unhapiness from non-native citizens

I propose to add effects of additional unhappiness proportional to the city demography ratio, such effects already exist in some rulesets:

[effect_base_enemy_unhappiness]
type    = "Enemy_Citizen_Unhappy_Pct"
value   = 100

[effect_enemy_unhappiness_communism]
type    = "Enemy_Citizen_Unhappy_Pct"
value   = -50
reqs	=
    { "type", "name", "range"
      "Gov", "Communism", "Player"
    }

[effect_enemy_unhappiness_republic]
type    = "Enemy_Citizen_Unhappy_Pct"
value   = -50
reqs	=
    { "type", "name", "range"
      "Gov", "Republic", "Player"
    }

[effect_enemy_unhappiness_democracy]
type    = "Enemy_Citizen_Unhappy_Pct"
value   = -67
reqs	=
    { "type", "name", "range"
      "Gov", "Democracy", "Player"
    }

Amount of unhappy citizens can be checked in city happiness tab, "Nationality" row.

I tested such feature and it gives interesting challenge, conquering cities bring not only benefits, but also troubles - either absorb some units for martial law and set appropriate government , or/and increase luxury. These enemy nationalities would be slowly dissolved upon time (it can be speed up using migrants).
