Dont change this, they are well balanced.
Its one of the things I like about Bardos CIV23 ruleset, it attempts to make all the gov types equal (Apart from the penalty without Rail/Pyramids). So one is not inherently better than another, they just have different strengths and weaknesses.

Personally I like the Communism Lite of Tribal, who cares about corruption when you have no waste and can build lots of stuff.
