I propose next non-team game tech loss be set to 100.

Tech lost was set to 100% in the last git commit. I forgot to make a forum post about it. I was probably too busy trying to steal techs in LT37 tongue

Few techs were actually transferred in the process, but it seems that while 10% setting works for the early game, it can be exploited in the late game.

Other changes include

- more expensive migrants (16 shields)
- no partisans from conquering cities
- upgrade bonus is back to what it was (not as easy as it was in LT37)
- move bonus is made smaller for the elite units

Thanks, wieder!

I like the upgrade bonus high, it encourages attacking.
Is there a way for migrants not be able to give upgrade chance? I don't know the freeciv code, so not sure if this is possible. But setting to 16 shields should either way decrease on using them for training.

I think you should keep the 10% chance of stealing tech, because it also encourages attacking, but add 10% chance of the target losing the tech too.
In practice this will rarely happen in normal play, but will be an added attack bonus when taking an enemies city, and if players are deliberately exchanging cities often to trade tech they will lose on average as many as they gain.

10% chance of tech loss can also provide a way to bring down a highly advanced player to the level of other players, if everyone attacks their weaker cities or uses lots of diplomats.

Tech loss resulted with lots of weird situations... and stealing techs was said to be too unbalancing or something for LT37. However we could try that for LT40 assuming that LT40 would be a game without conquest victory.

LT39 could be a game similar to LT30-LT37 with conquest victory as the most likely way of winning and LT40 might be a game with space race ending as the most likely winning scenario. Both games could start right after LT38 ends and players could choose which one o play. Of course it would be possible to play both but I suppose not too many want to play 2 games at the same time.
